MPS-OMB E-Gov & IT Consultant

Project Overview 

Provide program mgmt support for OMB E-Gov & IT office including support of government-wide initiatives, analysis of IT Investment data, and preparing guidance documents for OMB. Provides strategic planning, analysis, and general support for Federal Enterprise Architecture.

 

Daily Responsibilities 

This is a full-time position working in a collaborative environment. You will interface with customers and technical staff to support oversight & analysis of the Federal IT Portfolio ($80B+).  You will collect and analyze data from Federal Enterprise Architecture submissions and IT Budgets, using technical and business discretion within defined practices and policies in selecting methods and techniques for determining approaches or obtaining solutions. You will conduct research, assemble, prepare, and analyze data. You will provide advice and assistance in interpreting results and determine approaches for communicating results effectively to executives. You will provide input or may prepare reports based on interpretation of analyzed data and assist in preparing presentations, Congressional testimony, and media-briefing materials for an external and/or executive-level audience.

Required: Skills Expertise in one or more of the following skill areas:

Project Management
• Ability to manage a product/service from concept to deployment – in particular, end-user customer-centric approach a must
• Understanding of technologies and systems development (particularly web technologies and Gov 2.0/Web 2.0 emerging concepts) to facilitate communications/management of technical teams (either under direct control or matrixed through subcontractors)
• Ability to influence across business, technology, and policy owners to build consensus and deliver results

IT Investment Oversight & Analysis
• Deep analytical skills – ability to assess program/project plan and related data to determine weaknesses, potential issues, risks, etc.
• Solid, practical knowledge of Earned Value Management, Project Management, Risk Management tools & methodologies
• Prior experience managing large-scale, mission-impacting IT projects
• Understanding of Federal Capital Planning Process (and fundamentals of Systems Lifecycle Development Methodology)

Policy Development
• Experiencing formulating and/or implementing federal (IT) policies, regulations, etc.
• Development of agency guidance
• Background w/preparation of testimony to Congress, Q&A’s for senior agency officials, responding to GAO inquiries – in particular, demonstrated experience writing under tight timeframes for an executive-level/external-facing audience
